What They’ve Gotten
California $315 million contract (February 2025). Video visitation scheme: Securus was the only major prison telecom company that explicitly required facilities to eliminate in-person visits as a condition of implementing video visitation. Charged up to $20 for a 20-minute video call. Offered facilities a 20% commission for banning in-person visits. 74% of jails that implemented Securus video systems banned in-person visits. Securus announced a policy revision in 2015 after lawsuits in Texas and Louisiana, but the damage was already done — many facilities never restored in-person visits.
The Surveillance Business
Securus operates a parallel surveillance technology business through its monitoring division:
Location tracking: Offered law enforcement real-time cell phone location tracking via wireless carrier data (Verizon, AT&T, T-Mobile, Sprint) — without requiring warrants. May 2018: New York Times exposed Missouri Sheriff Cory Anderson using Securus to unlawfully track cell phones. June 2019: hacker breach exposed usernames, emails, passwords, and location data for 2,800 law enforcement customers. Class Analysis — Communication as Extraction
The prison telecom model is extraction at its most literal. Families of incarcerated people — disproportionately poor, disproportionately Black and Latino — pay monopoly prices to maintain basic human contact. The commission structure means the facilities that hold their loved ones profit from every call. The private equity ownership means a portion of every dollar flows to Platinum Equity’s investors — people who will never set foot in a jail visiting room.
The Martha Wright-Reed Act (signed January 2023) directed the FCC to ensure “just and reasonable” rates. FCC slashed interstate rates and capped video calls in July 2024. California’s CPUC set intrastate rates at $0.07/minute. But Securus has fought every regulation — filing court briefs, lobbying Congress, challenging state PUC orders. The S&P downgrade to CCC- tells the story: the company’s business model depends on overcharging captive consumers, and rate regulation threatens its ability to service $1.3 billion in private equity debt.
The $315M California contract is the countervailing force. Even as rates are regulated downward, Securus wins exclusive statewide access to 97,000+ incarcerated people and their families. Volume compensates for margin compression. The extraction continues — just at a lower per-unit rate across a larger captive market.
