Kay Granger (R-TX) and Rosa DeLauro (D-CT) embody the contradiction. They fight on healthcare, social spending, taxes, and labor rights. Granger calls for cutting social programs; DeLauro defends them. Granger opposes unionization; DeLauro supports it. They attack each other’s records relentlessly in the media.

On defense, they are indistinguishable.

Granger, chair of the House Appropriations defense subcommittee, pushed Congress to buy 16 more F-35s than the Pentagon requested in FY2019. DeLauro, as ranking member, did not object—she had her own F-35 substitute: securing $507 million for Sikorsky helicopters (a Lockheed Martin subsidiary) in her Connecticut district. When DeLauro held the gavel in 2021-2022, she announced $185.7 million in additional Sikorsky funding, and another $26 million in subsequent months.

When a member of Congress votes against the F-35, they vote against jobs in their district. When a member votes for extra F-35s above Pentagon request, they can claim they’re protecting employment. The geographic distribution is not a side effect—it is the central strategy.

Chuck Schumer stated that healthcare and housing were “so many things that are important to the American people”—and voted for the Pentagon budget anyway. Chris Murphy of Connecticut (a state with Sikorsky production) said he wouldn’t move forward on appropriations “until they’re serious about stopping health care premiums.” He voted for Sikorsky funding.


The Democrat Contradiction

Mark Kelly’s campaign promises and voting record are case studies in the contradiction.

He pledged to refuse corporate PAC money. He accepted $112,500 from defense contractor PACs. He claims to oppose the influence of money in politics. He sits on the Armed Services Committee, legislatively positioned to benefit the exact industries funding him.

The campaign materials say: “Mark Kelly is fighting for regular Arizonans, not special interests.” The FEC record says: Raytheon, Lockheed Martin, Boeing, Northrop Grumman—a who’s who of defense contractors with operations in Arizona or interests in Pentagon contracts.

Democratic messaging nationwide runs on “healthcare not warfare.” Yet 81 Democrats voted for an $895 billion defense bill in 2024. Not a single Democrat held a press conference saying, “We could have funded Medicare expansion with this money. We chose F-35 overages instead.”

The class analysis is clear: Democratic politicians with defense contractor donors are indistinguishable from Republican politicians with the same donors. Both vote for the same outcomes. Both cite economic arguments (jobs in their districts) rather than strategic ones. Both perform opposition to each other on issues where donors don’t care, then vote as a bloc on issues where they do.


The F-35 Financial Disaster

The program illustrates why the bipartisan consensus persists even as the facts deteriorate.

Total lifetime cost: $2 trillion+ (as of 2024 GAO report). Acquisition cost: $428 billion—84% higher than the initial $233 billion estimate. Current status: 10 years late. By distributing production across 45 states, Lockheed made itself indispensable to the re-election prospects of 90+ congressional members. A Democrat from Connecticut cannot cut Sikorsky. A Republican from Texas cannot cut the F-35 assembly line. A swing-state representative cannot vote against the program without risking local job losses during a re-election campaign.

This is donor power in its purest form. Not bribery. Not explicit quid pro quo. Structural dependency. Every member of Congress in an F-35-producing district is, in effect, an employee of Lockheed Martin. They may run as Republicans or Democrats, may perform fierce opposition on every other issue—but on the budget that sustains their district’s jobs, they are unified.

The bipartisan consensus on defense spending is not an accident. It is the inevitable outcome of concentrating manufacturing in politically strategic locations.

Rosa DeLauro can fight Kay Granger on healthcare spending and mean it. They genuinely disagree. But they cannot fight on Lockheed’s budget without devastating their own districts. The “both sides” performance is real on issues where donors are indifferent. On issues where Lockheed’s bottom line is at stake, there are no both sides—only a unified donor class and its representatives.
