The Business Pragmatist Donor Coalition

Money

Andy Beshear’s donor base looks nothing like a typical Democratic governor’s. His top contributors: Churchill Downs ($100K+), The Red Mile ($100K), ECL Entertainment ($75K+) — gambling companies. Morgan & Morgan ($56.6K from 28 lawyers) — Florida trial attorneys, 34 of 54 live outside Kentucky. Andrew Nathan Schwartzberg ($475K cumulative) — Maryland affordable housing developer. Ullico ($90K) — labor union insurance company. Missing: tech donors, environmental groups, progressive movement organizations, traditional labor unions. The coalition is business-pragmatist, not progressive — and it funds a candidate who governs the same way.

The Trial Lawyer Base

Morgan & Morgan — the largest personal injury law firm in America — contributed $56,600 through 28 individual lawyers. The firm emphasized its “personal relationship with Beshear since high school.” Of the 54 Morgan & Morgan lawyers who contributed across all entities, 34 live outside Kentucky — the national trial lawyer network funding a Kentucky governor.

The Quid Pro Quo Question:

Morgan Collins Yeast and Salyer (London, KY law firm): $25,000 to Beshear. Partner McKinnley Morgan was subsequently appointed by Beshear to chair the Kentucky Personnel Board.

The Straw Donor Scandal

London Mayor Randall Weddle’s family, friends, and employees of his company WB Transport donated $305,500+ to Beshear’s 2023 campaign and Kentucky Democratic Party. Beshear’s campaign refunded $202,000 in excess contributions. Kentucky Registry of Election Finance voted 6-0 to continue investigation. Only 1 of 13 straw donors cooperated with investigators.

A separate 2019 investigation into Louisville attorney Sam Aguiar’s suspected straw donations on Beshear’s behalf went to a grand jury — which declined to indict.

Money

The straw donor scandals reveal what the official donor data obscures: the actual sources of Beshear’s funding are more concentrated and more conflicted than the disclosed contributions suggest. When a London mayor funnels $305K through family and employees, the question isn’t just about legal compliance — it’s about what the mayor’s company (WB Transport) expected in return from the governor’s office. The $202K refund resolved the legal exposure. It didn’t resolve the access.
