The Senate Leadership Fund and One Nation together represent the largest Republican dark money operation in America. Combined spending: $291M (2022), $211M (2024). Run by Steven Law — McConnell’s former chief of staff (1991–1997). The machine operates independently of McConnell’s personal fundraising, which means it survives his retirement. The dark money empire is the lasting infrastructure, not the man.

How it works: SLF is a super PAC — unlimited contributions, full disclosure of donors. It funds television advertising for Republican Senate candidates and attack ads against Democrats. McConnell’s former chief of staff runs it. McConnell’s relationships fill it. The senator’s power creates the fundraising leverage; the PAC deploys the money.

The dark money function: One Nation is a 501(c)(4) “social welfare” nonprofit. It does not disclose donors. It passes tens of millions to SLF (which does disclose), laundering the money’s origin. The two organizations share an office, a president, and a purpose — but One Nation hides what SLF reveals.

Money
The FTX connection is the dark money system’s failure mode made visible. Sam Bankman-Fried gave $10 million to One Nation in August 2022 — money stolen from FTX customers. Ryan Salame gave $5.5 million more. The dark money system accepted $15.5 million in fraudulent cryptocurrency money because the system is designed not to ask where money comes from. SBF reportedly got a private dinner with McConnell. The money bought access; the access was built on theft.
The Machine Outlives the Man
McConnell’s personal fundraising collapsed in 2024 ($76,000 in Q3 — lowest in four years, $341,000 for the first nine months). But SLF raised $211M+ in the same period. The dark money infrastructure does not depend on McConnell’s personal participation. Steven Law, the operational heir, will continue running SLF and One Nation after McConnell retires in 2026.
The class function: McConnell built an institution, not a personal brand. The institution serves the donor class regardless of who holds the leadership title. John Thune inherited the Senate leadership; Steven Law inherited the money machine. The donor class’s investment in McConnell was an investment in permanent infrastructure.
