The United States professes commitment to clean, affordable water access while systematically accepting campaign contributions from private water corporations, chemical companies contaminating public supplies, and industry associations lobbying to weaken federal standards. Both parties collect industry money, then deliver industry outcomes. Between 2019 and 2022 alone, the chemical and water industries spent over $114 million lobbying to block PFAS regulation while contaminating the water systems they later profit from managing. American Water Works: Bipartisan Pipeline

American Water Works is the largest private water utility in the United States. Its PAC distributes contributions strategically across both parties, targeting legislators with jurisdiction over water and infrastructure.

The PFAS Action Act passed the House twice (2019, 2021) with bipartisan support — then died in the Senate Environment and Public Works Committee. The 17 EPW Republicans received $400,000 from PFAS manufacturers and industry groups. The 10 EPW Democrats received $70,000. Neither amount is coincidental. (Tier 2)

Shelley Moore Capito, the ranking Republican on EPW, received $85,900 from chemical companies — AND $5,000 from American Water Works in 2024. She is simultaneously the single most industry-funded legislator on the committee with jurisdiction over both water privatization and PFAS regulation. (Tier 1)

The Legislative Record: Blocking Standards, Enabling Privatization

Senate EPW kills PFAS liability (2021): On the day Sen. Thom Tillis (R-NC) cast the deciding vote against a NDAA amendment holding PFAS manufacturers liable for cleanup, DuPont’s PAC contributed $1,000. Honeywell followed five days later with $3,000. (Tier 2)

2021 Infrastructure Bill — what advocates stopped: The original bipartisan framework proposed public-private partnerships, private activity bonds, and “asset recycling” as water financing mechanisms. Food & Water Watch noted water PPPs carry capital costs five times higher than municipal bonds. Research consensus: A 2022 peer-reviewed study of 500 largest U.S. water systems found private systems charged $186 more annually ($501 vs. $315 for public systems) — with the largest annual effect of any variable in the model. Low-income households in privatized systems spent 1.55% more of income on water. (Tier 2)

Environmental Justice Failure Across Both Parties

Jackson, Mississippi (80% Black): The city’s 2022 water crisis left 150,000 without safe water. Republican Governor Tate Reeves (as state treasurer in 2011) opposed state funding for Jackson water infrastructure as “fiscal conservatism.” The state then distributed $10 billion in ARPA and infrastructure funds to water projects while Jackson remained underfunded.
