Money

Contradiction

CFR claims its funding policies “ensure intellectual independence and integrity.” Donors “may not direct the outcome of any research.” But the corporate membership structure — where Goldman Sachs, BlackRock, JPMorgan, ExxonMobil, and Lockheed Martin all pay for access and interaction with CFR’s fellows — creates a selection pressure that doesn’t require direct instruction. Mastercard/trade finance: Michael Froman negotiated TPP as USTR (protecting financial sector trade interests), left for Mastercard’s VP role, and returned as CFR President. The trade policy framework he built at USTR — and that CFR intellectual output supported — directly benefited the financial services sector that employs him.

Paul Singer (Foundation donor): Singer’s foundation appears in CFR’s 2020 donor listing. Singer is the founder of Elliott Management, a hedge fund that specializes in sovereign debt distress and has coerced governments (Argentina, Congo, Peru) into paying face value on defaulted bonds. Blavatnik/oligarch network: The $12M donation endowed a program that runs 100+ paid internships annually — a talent pipeline into the CFR network. Whatever Blavatnik’s specific policy goals, buying 100+ entry-level relationships per year in the U.S. foreign policy apparatus is a significant asset.


Class Analysis

CFR is the permanent government of American foreign policy — the institution that provides continuity, credentialing, and ideological consensus across administrations. Republicans and Democrats rotate through the White House; CFR members rotate through State, Defense, NSC, and Treasury regardless of who wins.

The structural function is elite reproduction. CFR membership signals to the hiring class (White House Counsel’s Office, State Department transition teams) that someone has been vetted by the foreign policy establishment. CFR fellowships are the parking lot between government stints — where officials wait for the next administration while remaining within the network. CFR’s corporate membership is the monetization mechanism — companies pay to access those officials and shape the research that will inform the next administration’s policy choices.

The “centrist” or “nonpartisan” label obscures what the class composition reveals: every CFR chairman for half a century has been a Wall Street titan. The corporate membership is the Fortune 500 finance and defense industrial base. The endowment is $692 million. This is not a neutral institution studying foreign policy — it is the foreign policy class studying itself and producing the intellectual products that justify its own continued dominance.

Contradiction

In March 2026, Secretary of Defense Pete Hegseth announced the Pentagon would end Senior Service College Fellowships at 22 institutions — including CFR, Brookings, CNAS, Atlantic Council, CSIS, New America, and the Stimson Center — along with 13 elite universities including all Ivy League schools. In total, 93 military students enrolled in these programs would be redirected to institutions like Liberty University, Hillsdale College, and DOD-affiliated programs. The irony: CFR, the institution that has credentialed every CIA director, Secretary of Defense, and national security advisor for a century, is now deemed insufficiently rigorous by the defense establishment it helped build.
