When they cycle back to government, they carry institutional loyalty to the sector they just served. The result is a regulatory apparatus that is captured before any individual industry actor lobbies it. The lobbying then happens within a framework that was pre-shaped by prior revolving door personnel.

The 2025-2026 culmination (Endangerment Finding repeal, $70.5B in new subsidies, offshore expansion, LNG resumption) demonstrates the return on this investment. Exxon spent ~$3B on climate denial and lobbying over 25 years. The 2025 policy outcomes alone are worth trillions in preserved fossil fuel value. The system works because it serves the material interests of the donor class: fossil fuel companies maximize extraction, financial capital captures the rents, and the climate cost is externalized to the public and future generations.
