2025-2026 development: The Brennan Center has emerged as the lead litigation shop challenging the Trump administration’s assault on election infrastructure. On March 25, 2025, Trump signed an executive order titled “Preserving and Protecting the Integrity of American Elections,” directing the Election Assistance Commission to require documentary proof of citizenship on federal voter registration forms and reject mail ballots received after Election Day. On April 1, 2025, the Brennan Center filed League of Women Voters v. Trump in federal court. Money

The AVR pipeline is the Brennan Center’s clearest idea-laundering success — though in this case the “laundering” serves voter access rather than donor profit. The structural question: does expanding who votes threaten the donor class that funds the Brennan Center? Not if the expanded electorate still chooses between two parties funded by the same donors. AVR is a genuine democratic reform that operates within — and does not challenge — the donor-funded political system.

Carnegie Corporation: Investment in democratic infrastructure that reinforces the legitimacy of existing institutions — Carnegie’s founding mission. The Brennan Center defends the system, it doesn’t propose replacing it.

MacArthur Foundation: Criminal justice reform research that supports incremental sentencing and bail reform — meaningful improvements that stop well short of challenging the carceral system’s structural function.

Law firm donors (Arnold & Porter, WilmerHale): Pro bono work for the Brennan Center provides reputational cover for firms whose paying clients include major corporations. WilmerHale’s David Ogden served as Deputy Attorney General under Obama.


Class Analysis

The Brennan Center occupies a specific structural position in the liberal ecosystem: it is the premier institution for expanding access to the existing democratic system while leaving the power dynamics within that system unchallenged.

This is not accidental — it’s a function of who funds them. The Soros/Carnegie/MacArthur donor class wants more people voting, but within a two-party system where both parties are funded by the donor class. AVR is a genuine reform. Small-donor public financing is a genuine reform. But neither threatens the structural dominance of wealth in politics. The Brennan Center’s campaign finance work advocates for transparency and public financing — not for banning private money from elections entirely.

The 8x growth in net assets during the Trump era ($31M → $266M) reveals the Center’s function most clearly: it is the liberal donor class’s emergency response mechanism for democratic norms. When the system is threatened, money floods in. When norms stabilize, the institution grows richer — but the structural power of wealth in politics remains unchanged.

The revolving door — Clinton White House to Brennan Center to federal judiciary to Biden DOJ — maps a closed circuit of Democratic institutional power. The Brennan Center trains the lawyers who become the judges who interpret the laws the Brennan Center helped write. This is a progressive version of the Federalist Society’s judicial pipeline, operating through different funders but serving an analogous structural function: ensuring the legal system reflects the priorities of the donor class that funds it.

Pattern: Genuine Win + Structural Limit. AVR in 23 states is real. Blocking Texas’s voter ID law is real. Permanently enjoining Trump’s “show-your-papers” executive order is real — and with the DOJ voting section gutted, the Brennan Center is now the de facto institutional replacement for the federal government’s own voting rights enforcement apparatus. The $266M war chest makes this financially sustainable. But the boundary remains clear: expand who participates, never challenge what they’re participating in.
