In a February 2025 interview with Semafor, she explicitly positioned CAP as the institution Democrats need for both aggressive Trump resistance and alternative agenda development: “The most important thing about Trump is that he’s a bully, and if you cower he will take your breakfast money and your lunch money. Class Analysis

The Center for American Progress occupies a specific structural position in the U.S. political economy: it is the donor class’s mechanism for managing Democratic Party policy. Its function is not to advance progressive policy in any structurally threatening sense. Its function is to ensure that when Democrats hold power, the policy outputs are compatible with the financial interests of the donors who funded the institution that produced the people who now run the government.

This is not a conspiracy — it is an architecture. The architecture works as follows: billionaires and corporations who benefit from a functioning but unreformed capitalist state fund a think tank that employs smart people, produces legitimate research, and trains a generation of technocrats. Those technocrats enter Democratic administrations. Democratic administrations produce policies that are modestly redistributive on social dimensions (civil rights, climate investment, healthcare coverage expansion) while leaving structural economic arrangements — financial regulation, healthcare markets, corporate taxation, defense spending — substantially intact.

CAP’s rhetorical function is to provide a progressive vocabulary for this project. The ACA is “universal healthcare.” The IRA is a “Green New Deal.” The public option is “Medicare for All.” The vocabulary signals progressive intent. The donor list signals the structural limits. The revolving door delivers the outcome.

The ThinkProgress episode is instructive: when CAP’s own progressive media staff unionized and demanded the institutional commitment to labor rights that CAP publicly champions, CAP shut the publication down. The commitment to progressive values stops exactly where it starts to cost the donor class money.
