HBW Resources is a Houston- and Denver-based government affairs, public relations, and lobbying firm that specializes in energy, environment, and transportation policy. Founded by Michael Whatley and David Holt (managing partners), the firm functions as the operational engine behind two of the fossil fuel industry’s most effective front organizations: Consumer Energy Alliance (CEA) and Western States and Tribal Nations (WSTN).
HBW’s business model is the K Street front-group factory at its most efficient: the firm creates nominally independent advocacy organizations, staffs them entirely with HBW employees, collects fees from both the client groups and the front organizations, and deploys a unified lobbying operation that appears to represent consumers, tribal nations, and regional coalitions while actually serving the oil and gas majors funding the entire structure.
The Consumer Energy Alliance relationship is the clearest example. CEA — which presents itself as a consumer advocacy group — was created by HBW in 2006 with founding backing from BP, Chevron, ExxonMobil, Marathon, Shell, and Statoil. CEA has no independent staff: every representative listed on CEA’s website is an HBW employee. Since 2010, CEA has generated at least $21.1 million in revenue and paid HBW $9.1 million of that — a 43% management fee that makes CEA effectively an HBW subsidiary dressed up as a grassroots consumer coalition.

What They Want
HBW’s policy agenda maps directly onto its client roster — which is to say, it maps onto the agenda of the fossil fuel industry:
LNG export terminal approvals. HBW created WSTN specifically to build political cover for LNG export infrastructure. The Jordan Cove LNG terminal (Pembina Corp, Coos Bay, Oregon) was the flagship campaign — WSTN ran full-page ads in The Oregonian under tribal nation branding to pressure Governor Kate Brown to approve permits she ultimately refused to grant. The goal: frame Canadian corporate pipeline interests as a matter of tribal self-determination.
Offshore drilling expansion. CEA ran a coordinated campaign in 2015 to get Atlantic Coast governors to support offshore oil drilling — the “Drive to Drill” operation documented by Facing South. HBW lobbyists organized the governor letters and provided political cover for what was an oil industry push disguised as a bipartisan regional initiative.

HBW’s timeline is a study in institutional persistence over individual victories. The firm loses the big fights — Jordan Cove, Atlantic Coast Pipeline, Keystone XL — but the infrastructure (CEA, WSTN) survives and pivots to the next target. This is how the fossil fuel lobbying apparatus actually works: not through single decisive wins, but through continuous presence at every relevant agency, committee, and regulatory proceeding. Even when pipelines are blocked, HBW collects fees. Even when CEA campaigns fail, the front group adds members. The political investment isn’t in outcomes — it’s in maintaining access.
Class Analysis
HBW Resources is the fossil fuel industry’s deniability layer — the firm that allows BP, Chevron, ExxonMobil, and Shell to lobby without those names appearing in the lobbying record. Consumer Energy Alliance lobbies for LNG export terminals; Chevron’s name never appears in the Senate LDA filings. Western States and Tribal Nations lobbies for pipelines through indigenous territories; the Pembina Corporation’s name doesn’t appear in the newspaper ad. The corporate interests remain invisible while HBW-managed front groups provide the public-facing advocacy.
The WSTN operation is particularly instructive for class analysis. The firm identified a vulnerability in the fossil fuel industry’s public legitimacy: the energy industry’s extraction operations on tribal lands, and the political toxicity of pipeline projects opposed by indigenous communities (Standing Rock, etc.), created a strategic opening. WSTN was the response — use the language and imagery of tribal sovereignty and self-determination to build political cover for the exact projects that actual tribal nations along the pipeline routes were fighting in court and through protest. The front group claimed to speak for “tribal nations” while the Klamath Tribes and Confederated Tribes of Coos, Lower Umpqua and Siuslaw Indians opposed the project HBW was paid to advance.
This is the Villain Framing and Both-Sides Illusion patterns operating simultaneously: by claiming indigenous support for pipelines through tribal-branded front groups, HBW made it possible to frame actual indigenous opposition to pipelines as a minority position rather than the consensus view of affected tribes. The real tribal nations who opposed Jordan Cove were cast as the dissenters while a lobbying firm’s subsidiary was presented as “Western States and Tribal Nations.”
The carbon capture pivot (Verde CO2, 2022–2025) illustrates a newer pattern: as the IRA created new federal subsidy streams for “clean energy,” HBW clients repositioned to capture those subsidies while opposing the regulatory framework (clean electricity standards, methane rules) that would actually require reducing fossil fuel production. The front group model adapts: CEA now positions itself as supportive of carbon capture while opposing the regulations that would make carbon capture necessary.
Contradiction
Consumer Energy Alliance calls itself a “consumer advocacy” organization. Its founding members are BP, Chevron, ExxonMobil, Marathon, Shell, and Statoil — the five oil supermajors. Its staff are all employees of HBW Resources, the lobbying firm that charges CEA 43% of its revenue. The “consumers” CEA represents are the corporations paying HBW’s management fees. The contradiction is structural: the organization exists precisely because oil companies cannot lobby as “consumers” themselves. HBW Resources makes that substitution possible.
