1959: Edward Teller Warning

API convened event in 1959 featuring nuclear physicist Edward Teller (Manhattan Project scientist) who warned industry executives that burning fossil fuels was behind rising atmospheric CO₂ and could lead to catastrophic climate change. API thus had early direct knowledge of climate risk.

1968: Stanford Research Institute Report

API commissioned report from Stanford Research Institute scientists identifying rising CO₂ levels as driver of climate change: “there seems to be no doubt that the potential damage to our environment could be severe.”

1979: Secret Climate Task Force and Laurmann Briefing

API created secret industry-wide task force to monitor climate science developments. API prepared internal background paper predicting fossil fuels would cause global warming. Six months before publishing public booklet, Stanford engineer John Laurmann briefed API’s task force:

  • 2.5°C warming “could bring world economic growth to a halt”
  • 5°C would have “globally catastrophic effects”
  • Avoiding such outcomes “would require prompt action”

This warning was not reflected in API’s public communications. Task force active 1979–1983.

1980: “Two Energy Futures” — First Public Disinformation

In August 1980, API published “Two Energy Futures: A National Choice for the 80s,” which:

  • Acknowledged CO₂ as “pollutant” but cast doubt on its role in global warming by misrepresenting prominent scientists
  • Falsely claimed Carl Sagan was “sanguine” about CO₂ risk
  • Promoted massive coal expansion claiming it would cause “no significant damage to the environment”
  • Made no mention of Laurmann’s catastrophic warming warnings delivered months earlier

Per Benjamin Franta (Stanford Law/History) peer-reviewed research, this is earliest documented public disinformation on climate from petroleum industry, “nearly a decade earlier than previously known.”

1989: Global Climate Coalition Formation

API executive vice president William O’Keefe later served as GCC chairman. API president Charles DiBona told public IPCC was “government by stealth.” API Chairman Lee Raymond (also Exxon CEO) described climate treaties as “greatest long-term threat to our industry.”

GCC spent more than $1 million per year between 1994 and 1997 downplaying climate change, launched $13 million advertising campaign against Kyoto Protocol in 1997.

1992: Misrepresenting Paid Economic Studies

As 1992 Earth Summit approached, API executive VP William O’Keefe published letter to New York Times citing Charles River Associates to insist emissions cuts would be “uneconomic”—without disclosing API had paid for the study. This omission and “misleading portrayal” became “standard practice for petroleum industry.”

Class Analysis

API is the coordinating hub for the fossil fuel industry’s political operations. Its fundamental structural function is to allow oil companies to externalize political costs while pooling industry power to block climate regulation.

The $252M annual budget is not a philanthropic charitable organization. It is a political war chest funded by the world’s largest oil companies ($7–10M from ExxonMobil alone) to achieve three strategic objectives:

  1. Prevent carbon pricing: Every federal carbon tax, cap-and-trade, or emissions trading proposal API has faced since 1993 has been blocked or neutered. The consistent billion-dollar+ industry lobbying and advertising campaigns have functioned as an asymmetric veto over climate policy.

  2. Maintain market share: API spending directly protects fossil fuel market dominance (88% of U.S. energy) against renewable energy transition. The “bridge fuel” narrative, CAFE standard opposition, and EV mandate lawsuits are all designed to slow renewable adoption and preserve oil/gas profitability.

  3. Externalize environmental and health costs: API’s entire political apparatus exists to prevent regulation that would force oil companies to account for climate change, public health (air quality), and ecological damage. Instead, these costs are borne by taxpayers, future generations, and the public.

Dark money anonymity: By operating as 501(c)(6) and funding 501(c)(4)s without disclosing member contributions, API enables member companies to hide their political spending. Better Jobs Together exemplifies this: when $3.5M flowed from API to secretly fund politicians blocking climate legislation, the conflict of interest disappeared behind corporate anonymity. If ExxonMobil or Chevron had donated under their own names, the corruption would be obvious. Through API, it remains invisible.

Trade association laundering: API’s most important function is to laundering individual company political spending through a trade association that claims to represent “industry consensus.” When API files a lawsuit against EPA rules or organizes a 60-group coalition, individual companies can claim they are merely “supporting their industry group.” This distributes political blame and legal liability across the industry rather than concentrating it on individual companies.

Revolving door capture: 78.4% of API’s registered lobbyists have prior government service, including API’s CEO Mike Sommers (Bush aide, Boehner chief of staff). This ensures API has direct access to government officials and understands regulatory processes intimately. The revolving door transforms public regulatory agencies into de facto industry contractors.

The Core Contradiction: "Stewardship" vs. Obstruction

API markets itself as the “industry voice for responsible energy,” claiming to support “environmental progress” and “climate solutions.” Meanwhile, the organization’s entire political budget is devoted to blocking climate regulation, defeating carbon pricing, preventing EV transitions, and manufacturing doubt about climate science. API spends $10M+ on advertising claiming to support climate action while simultaneously spending $65M/year on lobbying and coordination to prevent that action. This is not industry advocacy. This is systematic climate obstruction disguised as good-faith engagement.
