The fossil fuel deregulation agenda is marketed as “energy independence” and “jobs.” The numbers tell a different story:

The fossil fuel deregulation agenda is the Koch network’s 50-year project reaching completion. The think tanks (Cato, Heritage, Heartland Institute) built the intellectual framework. The class structure is stark. The fossil fuel donor class — Koch Industries ($140B revenue), ExxonMobil ($344B revenue), Chevron ($192B revenue) — profits from extraction. The environmental costs — air pollution, water contamination, climate-driven extreme weather — are borne by working-class communities who live near refineries, pipelines, and chemical plants. The regulatory agencies being dismantled (EPA, OSHA) are the agencies that protect those communities.

For IBEW members: This is where the class analysis gets complicated. Fossil fuel infrastructure creates real IBEW jobs — power plant electrical work, refinery maintenance, pipeline projects. The clean energy transition also creates IBEW jobs — solar installation, battery storage, EV charging infrastructure, grid modernization. The question isn’t whether IBEW members work in energy — they work in all of it. The question is whether the regulatory framework protects the workers who build and maintain it. Deregulation doesn’t eliminate the work. It eliminates the safety standards, prevailing wage enforcement, and environmental protections that make the work survivable. The Koch network’s anti-Davis-Bacon, anti-prevailing-wage agenda is inseparable from its anti-EPA, anti-climate-regulation agenda. Both serve the same donors. Both hurt the same workers.

The Genuine Win + Structural Limit:

The fossil fuel industry achieved a genuine policy victory with the endangerment finding revocation. Trump’s energy emergency declaration expedites permitting and bypasses environmental review, but it does not restructure the underlying cost economics of fossil fuels versus renewables. The policy removes regulatory barriers rather than creating direct financial advantages through production tax credits or direct subsidies.

The Jobs Problem

The fossil fuel industry frames deregulation as “energy independence” and job creation, but fossil fuel extraction is capital-intensive and employment-flat. The 31+ targeted environmental rules include vehicle emissions standards and power plant rules that, if weakened, theoretically reduce compliance costs. Those “saved” costs flow to shareholder returns, not wage increases. Solar and wind installation created more U.S. jobs than coal, oil, and gas extraction combined in 2023–2025.
